creditors' buffer

creditors' buffer
The fixed capital of a company, which cannot be reduced or distributed (except with special permission). The knowledge that there is this fixed capital base gives creditors the confidence to invest in the company in the short term (for example as suppliers) or in the longer term (for example as debenture holders).
